The Victims of Communism Memorial Foundation (VOC) is an educational, research, and human rights nonprofit organization devoted to commemorating the more than 100 million victims of communism around the world and to pursuing the freedom of those still living under totalitarian regimes.

The Foundation was authorized in 1993 by a unanimous Act of Congress signed as Public Law 103-199 by President William J. Clinton on December 17, 1993. On June 12, 2007, President George W. Bush dedicated the Victims of Communism Memorial statue in Washington, D.C.\

Middle and High School Programs

We equip teachers through our annual National Seminar for Middle and High School Educators and in-service professional development workshops based on our curriculum, Communism: Its Ideology, Its History, and Its Legacy, and other curricular resources. Our growing number of teacher alumni are reaching thousands of students in classrooms around the country.

Renowned scholars and noted subject matter experts present 30-minute lectures that are followed by a moderated Q&A with teachers. Past events are available on VOC’s YouTube channel and serve as a video library of supplemental material for the classroom.
